Then it could qualify as a 4x game for me. But we have to keep in mind that its not the objective of EU4 to be a 4x game. To be a 4x game to much things are determined from the start. Its a grand strategy/pseudo history game, and a damn good one at that. I'd say Rise of Nations was a legitimate 4X game.
